When you consider the table of relative frequencies below, it becomes quite clear that the phrase 'women and children first' did apply. An overwhelming percentage of men died compared to the percentage of women and children that died. The initial apparent discrepancy in the raw numbers  is due to the fact that there were far more men on board than women and children.
